Since joining NATO\u2019s <\/span><a href=\"https:\/\/www.nato.int\/cps\/en\/natolive\/topics_82584.htm\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Partnership for Peace in 1996<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/www.eda.admin.ch\/eda\/en\/fdfa\/foreign-policy\/international-organizations\/un.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">United Nations in 2002<\/span><\/a><span style=\"font-weight: 400;\">, the country has deepened its multilateral involvement. At the multilateral level, through its membership in the <\/span><a href=\"https:\/\/www.eda.admin.ch\/eda\/en\/fdfa\/foreign-policy\/international-organizations\/un\/switzerland-commitment\/UNO-Sicherheitsrat.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">UN Security Council (2023\u20132024)<\/span><\/a><span style=\"font-weight: 400;\"> and its upcoming presidency of the <\/span><a href=\"https:\/\/www.eda.admin.ch\/missions\/mission-vienna\/en\/home\/aktuell\/news.html\/content\/missions\/mission-vienna\/en\/meta\/news\/2025\/schweiz-uebernimmt-2026-den-osze-vorsitz-#:~:text=On%2030%20December%202024%2C%20the,role%20in%201996%20and%202014.\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">OSCE in 2026<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\">At the military level, Switzerland also participates in certain <\/span><a href=\"https:\/\/www.news.admin.ch\/en\/nsb?id=104479\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">NATO-led exercises<\/span><\/a><span style=\"font-weight: 400;\">, has joined <\/span><a href=\"https:\/\/www.eda.admin.ch\/europa\/en\/home\/aktuell\/medienmitteilungen.html\/content\/europa\/en\/meta\/news\/2024\/10\/18\/102847\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Germany\u2019s European Sky Shield Initiative (ESSI)<\/span><\/a><span style=\"font-weight: 400;\"> in April 2024, and invests in <\/span><a href=\"https:\/\/www.vbs.admin.ch\/en\/nsb?id=104589\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">interoperable defense systems<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">These decisions are not accidental; they reflect a calculated response to the increasing complexity of global threats. Yet they also raise a key question: is this international cooperation still compatible with Swiss neutrality? The Federal Council maintains <\/span><a href=\"https:\/\/www.eda.admin.ch\/eda\/en\/fdfa\/foreign-policy\/security-policy\/security-international.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">that it is<\/span><\/a><span style=\"font-weight: 400;\">. In contrast, a new <\/span><a href=\"https:\/\/neutralitaet-ja.ch\/fr\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">popular initiative<\/span><\/a><span style=\"font-weight: 400;\"> launched in April 2024 by the Swiss People\u2019s Party (SVP) and its allies seeks to enshrine a stricter interpretation of neutrality within the Constitution, aiming to curtail such developments. The divergence underscores the absence of a shared understanding among political parties regarding the definition of Swiss neutrality policy and its application in today\u2019s international context, despite its long-standing role as <\/span><a href=\"https:\/\/www.eda.admin.ch\/eda\/fr\/dfae\/politique-exterieure\/droit-international-public\/neutralite.html#:~:text=Le%20droit%20de%20la%20neutralit%C3%A9%2C%20qui%20a%20%C3%A9t%C3%A9%20codifi%C3%A9%20dans,territoire%20de%20l&#039;%C3%89tat%20neutre.\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">a cornerstone of foreign policy<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Switzerland\u2019s internationalisation of its <\/span><a href=\"https:\/\/www.eda.admin.ch\/eda\/en\/fdfa\/foreign-policy\/security-policy\/security-international.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">security policy<\/span><\/a><span style=\"font-weight: 400;\"> is a response to strategic, financial, and military realities. In a world where threats are increasingly transnational and technologies interdependent, no country can defend itself in isolation. This was clearly expressed by <\/span><a href=\"https:\/\/www.letemps.ch\/monde\/jacques-pitteloud-la-suisse-ne-doit-pas-faire-office-de-trou-securitaire-au-coeur-de-l-europe?srsltid=AfmBOory-Znxy4pvuuEe4P-0wRJtgK2WJXefstincJeLtpi1FaxOO2LL\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Jacques Pitteloud<\/span><\/a><span style=\"font-weight: 400;\">, Swiss Ambassador to Belgium and NATO, who declared in April 2025: <\/span><i><span style=\"font-weight: 400;\">\u201cAn autonomous defense is an illusion, especially when it comes to technology and investment.\u201d<\/span><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Recent decisions illustrate this shift. In 2024, Switzerland joined two EU <\/span><a href=\"https:\/\/www.news.admin.ch\/en\/nsb?id=102126\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">PESCO projects<\/span><\/a><span style=\"font-weight: 400;\">, invested in <\/span><a href=\"https:\/\/www.vbs.admin.ch\/en\/nsb?id=104589\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Patriot missile<\/span><\/a><span style=\"font-weight: 400;\"> systems, and purchased <\/span><a href=\"https:\/\/www.vbs.admin.ch\/en\/nsb?id=104589\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">F-35 fighter jets<\/span><\/a><span style=\"font-weight: 400;\">. In addition, a <\/span><a href=\"https:\/\/www.newsd.admin.ch\/newsd\/message\/attachments\/89335.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">strategic report<\/span><\/a><span style=\"font-weight: 400;\"> presented in June 2024, drafted by an <\/span><a href=\"https:\/\/www.news.admin.ch\/fr\/nsb?id=96021\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">external expert commission<\/span><\/a><span style=\"font-weight: 400;\"> appointed by the Federal Department of Defence, recommended closer cooperation with NATO and enhanced military interoperability.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">These steps are logical, according to <\/span><a href=\"https:\/\/www.letemps.ch\/monde\/jacques-pitteloud-la-suisse-ne-doit-pas-faire-office-de-trou-securitaire-au-coeur-de-l-europe?srsltid=AfmBOory-Znxy4pvuuEe4P-0wRJtgK2WJXefstincJeLtpi1FaxOO2LL\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Jacques Pitteloud<\/span><\/a><span style=\"font-weight: 400;\">, who believes the security threat in Europe will persist for a long time and that Switzerland cannot afford to remain on the margins of developments promoting armed interoperability in Europe.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Public sentiment appears to support this pragmatic direction. According to the <\/span><a href=\"https:\/\/css.ethz.ch\/content\/dam\/ethz\/special-interest\/gess\/cis\/center-for-securities-studies\/pdfs\/Si2024.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Center for Security Studies<\/span><\/a><span style=\"font-weight: 400;\"> (CSS) at ETH Z\u00fcrich, 53% of Swiss respondents were in favor of closer ties with NATO in 2023. This support, along with the government\u2019s <\/span><a href=\"https:\/\/www.srf.ch\/news\/schweiz\/sicherheitschef-markus-maeder-druck-auf-die-schweiz-nimmt-zu-mehr-fuer-die-armee-auszugeben\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">evolving strategic posture<\/span><\/a><span style=\"font-weight: 400;\">, suggests that neutrality is being adapted to ensure Switzerland remains secure and sovereign in an increasingly uncertain world.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Despite broad political consensus on neutrality as a cornerstone of Swiss foreign policy, increased international cooperation has sparked domestic concern. First, the 2024 security policy report commissioned by the DDPS triggered political tensions across the spectrum, <\/span><a href=\"https:\/\/www.letemps.ch\/suisse\/commission-d-etudes-de-viola-amherd-un-elu-a-quitte-le-navire-avant-la-fin-et-deux-autres-ont-failli-le-suivre?srsltid=AfmBOooj5pCbgK01fPLEoprLbroudrynImU71gzMKalhgAd0Maf0qh1I\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">from the left to the right<\/span><\/a><span style=\"font-weight: 400;\">. In addition, the <\/span><a href=\"https:\/\/www.bk.admin.ch\/ch\/f\/pore\/vi\/vis540t.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">popular initiative<\/span><\/a><span style=\"font-weight: 400;\"> launched by the SVP to enshrine a stricter definition of neutrality in the Constitution, beyond <\/span><a href=\"https:\/\/www.fedlex.admin.ch\/eli\/cc\/1999\/404\/en\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Articles 173 and 185<\/span><\/a><span style=\"font-weight: 400;\">, has reignited the legal debate. Its proponents accuse the government of undermining neutrality through growing international cooperation and call for a return to a more rigid and isolationist stance. The proposed amendment would modify <\/span><a href=\"https:\/\/www.fedlex.admin.ch\/eli\/cc\/1999\/404\/en\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Article 54<\/span><\/a><span style=\"font-weight: 400;\"> on Foreign Relations by prohibiting Switzerland from joining any military or defensive alliance (except in the event of a direct attack), restricting participation in non-military coercive measures such as sanctions, except when required by the UN or to prevent circumvention and finally defining neutrality as \u201cperpetual and armed\u201d.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">The Federal Council has rejected the initiative, warning that such a fixed definition would limit foreign policy flexibility. In its <\/span><a href=\"https:\/\/www.news.admin.ch\/en\/nsb?id=103338\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">official message to Parliament<\/span><\/a><span style=\"font-weight: 400;\"> and on its <\/span><a href=\"https:\/\/www.eda.admin.ch\/eda\/en\/fdfa\/foreign-policy\/international-law\/neutrality.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">website<\/span><\/a><span style=\"font-weight: 400;\">, it reaffirmed that the policy of neutrality is not a static legal norm, unlike the law of neutrality, which is codified in the <\/span><a href=\"https:\/\/www.fedlex.admin.ch\/eli\/cc\/26\/499_376_481\/fr\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Hague Conventions of 18 October 1907,<\/span><\/a><span style=\"font-weight: 400;\"> but a foreign policy instrument that must adapt to evolving international conditions. Over time, <\/span><a href=\"https:\/\/hls-dhs-dss.ch\/fr\/articles\/016572\/2010-11-09\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">terms l<\/span><\/a><span style=\"font-weight: 400;\">ike <\/span><i><span style=\"font-weight: 400;\">integral<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">dynamic<\/span><\/i><span style=\"font-weight: 400;\">, and more recently <\/span><i><span style=\"font-weight: 400;\">cooperative<\/span><\/i><span style=\"font-weight: 400;\"> have been used to describe its evolving nature. This <\/span><a href=\"https:\/\/www.eda.admin.ch\/dam\/eda\/fr\/documents\/publications\/SchweizerischeAussenpolitik\/Die-Neutralitaet-der-Schweiz-2004_fr.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">flexibility<\/span><\/a><span style=\"font-weight: 400;\"> is what allows Switzerland to pursue a credible security policy while remaining militarily non-aligned, as clearly stated by the Federal Council in its seminal <\/span><a href=\"https:\/\/www.eda.admin.ch\/dam\/eda\/fr\/documents\/aussenpolitik\/voelkerrecht\/bericht-neutralitaet-1993_FR.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">1993 report on neutrality<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\">Foreign Minister Ignazio Cassis echoed this view in a 2022 <\/span><a href=\"https:\/\/www.swissinfo.ch\/fre\/ignazio-cassis-coop%C3%A9rer-avec-les-pays-qui-partagent-nos-valeurs\/47702362\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">interview<\/span><\/a><span style=\"font-weight: 400;\">: <\/span><i><span style=\"font-weight: 400;\">\u201cNeutrality must not be rebuilt, but continually built.\u201d<\/span><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\"><\/span><span style=\"font-weight: 400;\">This blog post recalls that the Swiss neutrality policy is not currently governed by binding legal norms, but rather shaped by context and evolving international circumstances.<\/span><span style=\"font-weight: 400;\"><br><\/span><span style=\"font-weight: 400;\">The internationalisation of Swiss security policy has reignited domestic debate over how neutrality should be defined and applied. The popular initiative to enshrine a stricter legal definition of neutrality in the Constitution would mark a significant departure from the current approach.
