{"id":80406,"date":"2025-07-10T14:00:48","date_gmt":"2025-07-10T12:00:48","guid":{"rendered":"https:\/\/foraus.ch\/blog-post\/break-the-silos-bridge-the-gap-how-switzerland-should-position-geneva-in-global-tech-governance\/"},"modified":"2026-05-27T11:22:19","modified_gmt":"2026-05-27T09:22:19","slug":"break-the-silos-bridge-the-gap-how-switzerland-should-position-geneva-in-global-tech-governance","status":"publish","type":"blog-post","link":"https:\/\/foraus.ch\/en\/blog-post\/break-the-silos-bridge-the-gap-how-switzerland-should-position-geneva-in-global-tech-governance\/","title":{"rendered":"Break the silos, Bridge the gap: How Switzerland should position Geneva in global tech governance"},"content":{"rendered":"\n<p class=\"p1\"><span class=\"s1\">The Federal Council recently announced its <a href=\"https:\/\/www.news.admin.ch\/fr\/newnsb\/qewY8BHWPhcMQEYV12fkr\" rel=\"nofollow noopener\"><span class=\"s2\">intention to organise an international conference on AI in Geneva in 2027.<\/span><\/a> This raises the question of Switzerland\u2019s role in tackling global challenges caused by digital technologies.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Tech policy: Big power politics<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In April, the Swiss executive postponed the <a href=\"https:\/\/www.rts.ch\/info\/suisse\/2025\/article\/regulation-des-geants-du-web-en-suisse-nouveau-report-du-conseil-federal-28857714.html\" rel=\"nofollow noopener\"><span class=\"s2\">announcement of draft rules applicable to online platforms, most likely for fear of antagonising the United States<\/span><\/a>, while it negotiated a deal following Trump\u2019s \u2018liberation day\u2019. In Brussels, people talk about <a href=\"https:\/\/commission.europa.eu\/about\/organisation\/college-commissioners\/henna-virkkunen_en\" rel=\"nofollow noopener\"><span class=\"s2\">tech sovereignty<\/span><\/a> and about <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/cloud-computing\" rel=\"nofollow noopener\"><span class=\"s2\">building data centres in Europe<\/span><\/a> to achieve the <a href=\"https:\/\/www.politico.eu\/article\/donald-trump-eu-internet-europe-us-trade-war-data-cyber\/\" rel=\"nofollow noopener\"><span class=\"s2\">Old World\u2019s cloud independence from America<\/span><\/a>. On both sides of the Atlantic, TikTok <a href=\"https:\/\/www.euronews.com\/next\/2025\/01\/17\/which-countries-have-banned-tiktok-cybersecurity-data-privacy-espionage-fears\" rel=\"nofollow noopener\"><span class=\"s2\">is banned<\/span><\/a> from public officials\u2019 mobile devices due to concerns over the app being used as a spying tool by the Chinese Government. One thing is clear : tech policy is a lot about \u2018big power politics\u2019.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The United States, the European Union and China have fundamentally <a href=\"https:\/\/academic.oup.com\/book\/46736?login=false\" rel=\"nofollow noopener\"><span class=\"s2\">different approaches<\/span><\/a> to the governmental measures on the regulation of the digital economy. The US largely favours a market-driven approach. The EU\u2019s approach focuses on the protection of citizens\u2019 fundamental rights. China\u2019s approach is said to be state-driven. In addition to these ideological differences in public entities\u2019 approach to tech, discussions of a geopolitical nature in a more traditional sense are increasingly taking place. This is notably the case when <a href=\"https:\/\/www.theguardian.com\/technology\/2024\/sep\/12\/uk-datacentres-critical-infrastructure-cyber-protection\" rel=\"nofollow noopener\"><span class=\"s2\">data centers are coined as \u2018critical infrastructure\u2019<\/span><\/a> or the <a href=\"https:\/\/www.nzz.ch\/schweiz\/wenn-uns-ein-aggressor-testet-sind-wir-leider-verloren-sagt-der-schillerndste-diplomat-der-schweiz-ld.1877472\" rel=\"nofollow noopener\"><span class=\"s2\">access to certain data is said to be of a defence interest<\/span><\/a>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Switzerland\u2019s role : Positioning Geneva as a knowledge centre, informing tech laws\u2019 enforcement<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Switzerland should facilitate achieving a consensus among important players on issues, on which positions already converge to some extent. In doing so, it should focus on issues tackled by Geneva-based UN agencies and involve these organisations\u2019 specialists in discussing best practices for the implementation of existing regulatory frameworks. This approach to tech diplomacy would help to break silos in which UN agencies work and help them contribute to actual policy implementation, thus stimulating the International Geneva\u2019s relevance in an <a href=\"https:\/\/www.tdg.ch\/geneve-internationale-2000-postes-seraient-supprimes-841955911941\" rel=\"nofollow noopener\"><span class=\"s2\">otherwise challenging context<\/span><\/a>. For this approach to be successful, it is crucial for the personnel directly involved in tech laws\u2019 enforcement to participate in Switzerland-facilitated meetings. It should not be only international relations specialists within various jurisdictions\u2019 technology regulators who participate in such conferences. The outlined approach to tech diplomacy would correspond to Switzerland\u2019s DNA of providing a neutral platform for international conversations and increase Geneva\u2019s relevance for tech diplomacy and tackling digitalisation\u2019s negative effects.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">One timely topic, where such discussions could be fruitful, concerns the protection of minors online. Recently, the <a href=\"https:\/\/edition.cnn.com\/2025\/06\/27\/politics\/texas-porn-age-verification-scotus-ruling\" rel=\"nofollow noopener\"><span class=\"s2\">US Supreme Court declared a Texas bill<\/span><\/a> aimed at verifying the identity of porn websites\u2019 users to protect underaged individuals to be compliant with the second amendment of the US Constitution, which guarantees freedom of speech. A few weeks earlier, the European Commission opened formal investigations under the <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/europe-fit-digital-age\/digital-services-act_en\" rel=\"nofollow noopener\"><span class=\"s2\">EU\u2019s Digital Services Act<\/span><\/a> to protect minors from pornographic content. While this might not have been the case for pornographic content itself, online platforms\u2019 effects on the mental health of teenagers more broadly were discussed at least one side event of the World Health Assembly (WHA) in Geneva this year. However, current WHA attendees are mostly health specialists who, contrary to platform regulators, have little or no direct agency over online platforms.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Switzerland must help ensure that no gap is created between Geneva-based organisations\u2019 expert knowledge and the realities of tech law\u2019s enforcement. It should focus on this during the summit on Artificial Intelligence it aims to organise in 2027. It should also encourage its international partners to send technology regulation enforcers to recurring relevant international conferences such as the World Health Assembly.
