{"id":80449,"date":"2026-04-29T09:00:03","date_gmt":"2026-04-29T07:00:03","guid":{"rendered":"https:\/\/foraus.ch\/blog-post\/the-holy-see-as-a-moral-compass-in-global-diplomacy-part-2-the-method\/"},"modified":"2026-05-27T11:22:27","modified_gmt":"2026-05-27T09:22:27","slug":"the-holy-see-as-a-moral-compass-in-global-diplomacy-part-2-the-method","status":"publish","type":"blog-post","link":"https:\/\/foraus.ch\/en\/blog-post\/the-holy-see-as-a-moral-compass-in-global-diplomacy-part-2-the-method\/","title":{"rendered":"The Holy See as a Moral Compass in Global Diplomacy \u2013 Part 2: The Method"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">As Pius XII <\/span><a href=\"https:\/\/www.vaticannews.va\/en\/world\/news\/2025-08\/we-remember-pope-pius-xii-s-call-for-peace-86-years-on.html#:~:text=%E2%80%9CIt%20was%20an%20hour%20of,six%20years%20of%20global%20conflict.&amp;text=Yet%20his%20words%20continue%20to,warning%20for%20today&#039;s%20turbulent%20world.\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">once<\/span><\/a><span style=\"font-weight: 400;\"> put it, \u201cNothing is lost with peace; everything can be lost with war\u201d &#8211;\u00a0 and that is the thread running through the five principles that structure Vatican diplomacy.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>The Method: Five Principles of Holy See Diplomacy<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">The <\/span><b>first principle<\/b><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">Moral Authority and Mission<\/span><\/i><span style=\"font-weight: 400;\">, frames diplomacy as a moral task grounded in Catholic Social Teaching: it argues for universally valid values (dignity, solidarity, peace), claiming a moral approach as a \u201c<\/span><a href=\"https:\/\/www.jstor.org\/stable\/24624544\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">key actor of global governance<\/span><\/a><span style=\"font-weight: 400;\">\u201d. The Holy See has used <\/span><a href=\"https:\/\/www.vaticannews.va\/de\/vatikan\/news\/2024-07\/vatikan-betont-un-moralische-pflicht-entwicklungshilfe.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">that language at UN ECOSOC<\/span><\/a><span style=\"font-weight: 400;\">, calling support for crisis-hit developing countries a \u201cmoral obligation,\u201d pointing to debt, weak growth, and food insecurity.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">The <\/span><b>second principle<\/b><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">Commitment to Peace<\/span><\/i><span style=\"font-weight: 400;\">, is the cornerstone: Vatican influence is mostly soft power, aiming to persuade rather than coerce. Its <\/span><a href=\"https:\/\/www.vaticannews.va\/de\/kirche\/news\/2023-02\/buchtipp-ernesti-friedensmacht-diplomatie-paepste-tradition.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">recurring priorities follow from that<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 peacebuilding, protection of fundamental rights and defence of human dignity \u2014, summarised as fighting spiritual\/material poverty, building peace, and acting as a bridge-builder.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">In the absence of territorial ambitions and one single electorate, the Holy See is less tied to domestic pressures and can credibly avoid partisan alignment, a stance stipulating the <\/span><b>third principle<\/b><span style=\"font-weight: 400;\"> of <\/span><i><span style=\"font-weight: 400;\">Non-Statehood and Impartiality<\/span><\/i><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/link.springer.com\/book\/10.1007\/978-3-531-19960-3\" rel=\"nofollow noopener\"><i><span style=\"font-weight: 400;\">Equidistance<\/span><\/i><\/a> <span style=\"font-weight: 400;\">as <\/span><b>fourth principle<\/b><span style=\"font-weight: 400;\"> \u2014 keeping channels open to all sides \u2014 is crucial for mediation, which is why the Holy See avoids neutrality-compromising alliances. This can be delicate: the Latin Patriarch of Jerusalem, Cardinal Pizzaballa, <\/span><a href=\"https:\/\/www.vaticannews.va\/de\/welt\/news\/2024-07\/patriarch-pizzaballa-friedensaufruf-trotz-blutenden-wunden.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">warned in April 2024<\/span><\/a><span style=\"font-weight: 400;\"> against treating the middle east conflict like a \u201csoccer derby,\u201d while the Holy See called for a ceasefire, release of hostages, and humanitarian access. His warning about \u201cfalse neutrality\u201d captures the balance: remain present to suffering without being absorbed into political-military camps.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">The <\/span><b>fifth principle<\/b><span style=\"font-weight: 400;\"> of <\/span><i><span style=\"font-weight: 400;\">Engagement with International Platforms and the \u201cDuty to Politics\u201d <\/span><\/i><span style=\"font-weight: 400;\">means that the<\/span> <span style=\"font-weight: 400;\">Holy See works through multilateral fora, <\/span><a href=\"https:\/\/holyseemission.org\/contents\/mission\/discover-the-mission.php\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">especially the UN<\/span><\/a><span style=\"font-weight: 400;\">, to push peace and moral claims into global debates. Its engagement is openly political \u2014 on disarmament, migration, climate \u2014 grounded in a Christian view of the person: transcendent dignity implies a \u201c<\/span><a href=\"https:\/\/www.vaticannews.va\/de\/vatikan\/news\/2021-04\/warum-der-heilige-stuhl-politik-macht-parolin-diplomatie.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">duty toward politics<\/span><\/a><span style=\"font-weight: 400;\">\u201d.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Cuba as Proof of Concept<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">In the U.S.\u2013Cuba thaw beginning in 2014, <\/span><a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/secret-diplomacy-with-cuba-ended-in-breakthrough-deal\/2014\/12\/17\/c51b3ed8-8614-11e4-a702-fa31ff4ae98e_story.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">secret talks were underway<\/span><\/a><span style=\"font-weight: 400;\">, including discussions about prisoner exchanges, but they stalled. At that point the Holy See entered as credible <\/span><a href=\"https:\/\/hemisferio.iadc.edu\/index.php\/hemisferio\/article\/view\/19\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">\u201chonest broker\u201d<\/span><\/a><span style=\"font-weight: 400;\">. President Barack Obama <\/span><a href=\"https:\/\/time.com\/3637901\/pope-francis-cuba-obama\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">publicly credited<\/span><\/a><span style=\"font-weight: 400;\"> Pope Francis\u2019 personal appeal and facilitation \u2014 indicating that the papacy could lend legitimacy to a shift that would otherwise look politically risky.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Francis delegated the task, showing another Vatican instinct: mediation is often most effective when <\/span><a href=\"https:\/\/www.wilsoncenter.org\/article\/the-pope-cuba-what-does-it-mean\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">it is local, informed, and discreet<\/span><\/a><span style=\"font-weight: 400;\">. Cardinal Jaime Ortega, then-Archbishop of Havana, <\/span><a href=\"https:\/\/www.brookings.edu\/articles\/what-does-the-popes-visit-mean-for-cuba\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">became the connecting figure<\/span><\/a><span style=\"font-weight: 400;\">. The result was <\/span><a href=\"https:\/\/www.americamagazine.org\/politics-society\/dispatches\/2014\/12\/17\/vatican-reveals-popes-and-holy-sees-role-us-cuba-breakthrough\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">a deal<\/span><\/a><span style=\"font-weight: 400;\"> finalized after a Vatican-hosted round of talks in October 2014 and a significant <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2014\/dec\/17\/pope-us-cuba-vatican-diplomacy\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">wave<\/span><\/a><span style=\"font-weight: 400;\"> of international approval.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Cuba shows what Vatican diplomacy <\/span><a href=\"https:\/\/www.scienceopen.com\/hosted-document?doi=10.13169\/intejcubastud.9.1.0019\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">can do when channels exist<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/15570274.2017.1392140\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">parties want a way out<\/span><\/a><span style=\"font-weight: 400;\">, and an <\/span><a href=\"https:\/\/scholarship.law.ufl.edu\/fjil\/vol28\/iss2\/1\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">inconspicuous intermediary<\/span><\/a><span style=\"font-weight: 400;\"> can help them cross the final meters.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Ukraine as the Limit Case<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Ukraine is the harder test \u2014 not because the Holy See lacks attention, but because the conflict\u2019s political logic is far less permissive. <\/span><a href=\"https:\/\/www.cambridgepoliticalaffairs.co.uk\/2024\/11\/04\/holy-see-policy-war-ukraine\/#section6\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Vatican diplomacy has followed its familiar pattern<\/span><\/a><span style=\"font-weight: 400;\">, often in three layers.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">First, classic diplomacy: <\/span><a href=\"https:\/\/www.ncronline.org\/vatican\/vatican-news\/pope-francis-calls-his-envoy-ukraine-papal-blessing-protecting-us-we-feel-it\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">keep official dialogue open<\/span><\/a><span style=\"font-weight: 400;\">, including with Russia, and insist on humanitarian issues as <\/span><a href=\"https:\/\/www.ansa.it\/english\/news\/2022\/06\/13\/ukraine-russia-welcomes-vatican-mediation-efforts_0841f532-7e36-4658-80d6-2139152d321e.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">a shared minimum<\/span><\/a><span style=\"font-weight: 400;\">. The Holy See\u2019s Secretary for Relations with States and IO\u2019s <\/span><a href=\"https:\/\/www.vaticannews.va\/en\/vatican-city\/news\/2022-05\/paul-richard-gallagher-vatican-ukraine-lviv-government-authoriti.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">visit to Ukraine in May 2022<\/span><\/a><span style=\"font-weight: 400;\"> added an important corrective to the caricature of \u201cneutrality\u201d: he publicly reaffirmed Ukraine\u2019s territorial integrity and sovereignty, anchoring Vatican engagement in basic international-law language.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Second, personal papal diplomacy: gestures that states rarely make because they look odd in protocol terms. Francis <\/span><a href=\"https:\/\/www.vaticannews.va\/it\/papa\/news\/2022-02\/papa-ambasciata-russia-visita-preoccupazione-guerra-ucraina.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">visited<\/span><\/a><span style=\"font-weight: 400;\"> the Russian embassy to the Holy See early on \u2014 an unusual move meant to signal urgency and <\/span><a href=\"https:\/\/www.vaticannews.va\/en\/pope\/news\/2022-08\/pope-francis-appeals-peace-ukraine-war-logic-arms.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">personal investment<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Third, humanitarian lanes: the space where Vatican method is most viable when the political track is blocked. The Church\u2019s network \u2014 Caritas, local parishes, Catholic organisations \u2014 becomes part of the diplomatic ecosystem. Cardinal Zuppi\u2019s 2023 <\/span><a href=\"https:\/\/www.reuters.com\/world\/europe\/papal-peace-envoy-zuppi-visit-kyiv-june-5-6-vatican-statement-2023-06-05\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">missions<\/span><\/a><span style=\"font-weight: 400;\"> to Kyiv and Moscow focused on concrete humanitarian files: <\/span><a href=\"https:\/\/www.ewtnnews.com\/vatican\/russia-acknowledges-vatican-role-in-prisoner-exchange-with-ukraine\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">prisoner exchanges<\/span><\/a><span style=\"font-weight: 400;\"> and the return of Ukrainian children taken to Russia. The Secretary of State\u2019s <\/span><a href=\"https:\/\/www.vaticannews.va\/en\/vatican-city\/news\/2024-07\/parolin-pontifical-legate-marian-shrine-berdychiv-ukraine.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">visit<\/span><\/a><span style=\"font-weight: 400;\"> to Ukraine in 2024 reinforced that idea: even when a comprehensive deal is unrealistic, small humanitarian steps are worth fighting for.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.swp-berlin.org\/10.18449\/2023C53\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Ukraine shows the ceiling as well as the value<\/span><\/a><span style=\"font-weight: 400;\">. If Cuba showed what Vatican diplomacy can make possible, Ukraine shows where its limits begin.
