The Bilaterals III will profoundly reshape the relationship between Switzerland and the European Union. The new package not only updates and expands sectoral cooperation; it also establishes a new Joint Parliamentary Committee (JPC)<\/a>, composed equally of members of the Swiss Federal Assembly and the European Parliament. This development offers a new opportunity to bring young people closer to the political processes that shape the Swiss-EU relationship.<\/p>\n\n\n\n

The Potential of a Youth Forum <\/strong><\/p>\n\n\n\n

Young people already have many ways to participate in Swiss democracy. The question is therefore not how to give them a political platform for the first time, but whether a new bilateral institution can offer an accessible entry point into the political processes shaping a relationship they will live with for decades.
Participation matters most when people believe their engagement makes a difference. OECD research<\/a> describes political efficacy as people\u2019s sense that they can understand and influence political processes, and also finds that it is strongly associated with trust in public institutions. Switzerland performs comparatively well in this field. In the OECD\u2019s 2026 Trust Survey<\/a>, 65% of people said that the current political system allows them to have a say. Therefore, the challenge for this new bilateral institution lies in its ability to build on existing opportunities for participation and make engagement meaningful.\u00a0
The strengthened bilateral relationship will touch areas that are especially tangible for young people. For example, the EU Programmes Agreement<\/a>, paves the way for Swiss inclusion in Erasmus+ from 2027, subject to Swiss funding. Education, mobility and cross-border learning will therefore become an even more tangible part of Swiss-EU cooperation.\u00a0<\/p>\n\n\n\n

What Would the Forum Be? <\/strong><\/p>\n\n\n\n

The new Joint Parliamentary Committee offers the flexibility and opportunity to establish an annual Swiss-EU Youth Forum alongside one of its meetings.\u00a0
The forum would bring together a balanced and compact group of young people from Switzerland and the EU. Its composition would combine representatives of youth organisations with participants selected through an open call. This would enable the forum to combine the experience of established organisations whilst offering the possibility to participate for those who are not already embedded in political networks. Diversity of educational, professional, social and geographical backgrounds should be considered in the selection process.\u00a0
The forum would be about concrete policy issues relevant to the relationship rather than abstract discussions. Each forum would potentially examine one or two concrete issues on the bilateral agenda that are particularly relevant to young people, producing some practical recommendations for the Joint Parliamentary Committee. The Swiss Youth Session (Jugendsession\/Session des Jeunes), where young participants formulate proposals for political institutions, offers a point of comparison. The proposed forum would be an extension of this approach to the bilateral parliamentary relationship.
For the forum to be a truly effective tool, the Joint Parliamentary Committee should be considering and publicly responding to the recommendations made by young people. It would of course be free to reject the recommendations. However, explaining what was accepted, rejected and examined would show young people that their perspectives have been taken into account in this political process.\u00a0
This approach would not be unprecedented. The European Parliament already convenes a Youth Forum<\/a> connected to the OACPS-EU Joint Parliamentary Assembly. In this context the forum\u2019s topics are connected to parliamentary agenda, requiring representatives to report discussions and deliberations to the plenary.\u00a0<\/p>\n\n\n\n

Leveraging the Potential of the Youth Forum<\/strong><\/p>\n\n\n\n

A forum with response mechanism is essential because participation without responsiveness is tokenistic. The OECD\u2019s 2026 Trust Survey<\/a> warns that poorly designed participation has the potential to undermine rather than strengthen trust in institutions. Response and feedback mechanisms are therefore essential when designing frameworks that promote effective participation.\u00a0
The forum should not be another space where young people speak, politicians listen politely and everyone goes home without any follow-up. Its value rests in providing a response to the perspectives voiced by young people.\u00a0\u00a0
The Bilaterals III have been portrayed as an opportunity to both stabilise and further develop Swiss-EU relations. As Switzerland and the EU are still in the process of building the tools that will manage their relationship for the decades to come, thinking about who will get to engage with these tools is essential in ensuring their effectiveness. Le nouveau comit\u00e9 parlementaire mixte offre la flexibilit\u00e9 et l\u2019occasion d\u2019\u00e9tablir un Forum des jeunes Suisse\u2013UE annuel en marge de l\u2019une de ses r\u00e9unions.\u00a0
Le forum r\u00e9unirait un groupe \u00e9quilibr\u00e9 et restreint de jeunes de Suisse et de l\u2019UE. Sa composition combinerait des repr\u00e9sentantes et repr\u00e9sentants d\u2019organisations de jeunesse et des participantes et participants s\u00e9lectionn\u00e9s par appel ouvert. Le forum pourrait ainsi tirer parti de l\u2019exp\u00e9rience d\u2019organisations \u00e9tablies tout en offrant une possibilit\u00e9 de participer \u00e0 celles et ceux qui ne sont pas encore int\u00e9gr\u00e9s dans des r\u00e9seaux politiques. La diversit\u00e9 des parcours \u00e9ducatifs, professionnels, sociaux et g\u00e9ographiques devrait \u00eatre prise en compte dans le processus de s\u00e9lection.\u00a0
Le forum porterait sur des questions politiques concr\u00e8tes li\u00e9es aux relations bilat\u00e9rales plut\u00f4t que sur des discussions abstraites. Chaque \u00e9dition examinerait un ou deux sujets concrets de l\u2019agenda bilat\u00e9ral particuli\u00e8rement pertinents pour les jeunes, et formulerait des recommandations pratiques \u00e0 l\u2019intention du comit\u00e9 parlementaire mixte. Pour que le forum soit un instrument r\u00e9ellement efficace, le comit\u00e9 parlementaire mixte devrait examiner les recommandations formul\u00e9es par les jeunes et y r\u00e9pondre publiquement. Il resterait bien entendu libre de les rejeter. Mais expliquer ce qui a \u00e9t\u00e9 accept\u00e9, rejet\u00e9 et examin\u00e9 montrerait aux jeunes que leurs perspectives ont \u00e9t\u00e9 prises en compte dans ce processus politique.\u00a0
Cette approche ne serait pas sans pr\u00e9c\u00e9dent. Le Parlement europ\u00e9en organise d\u00e9j\u00e0 un Forum des jeunes<\/a> rattach\u00e9 \u00e0 l\u2019Assembl\u00e9e parlementaire paritaire OEACP-UE. Dans ce cadre, les th\u00e8mes du forum sont li\u00e9s \u00e0 l\u2019agenda parlementaire, et les repr\u00e9sentantes et repr\u00e9sentants doivent rendre compte des discussions et d\u00e9lib\u00e9rations \u00e0 la pl\u00e9ni\u00e8re.\u00a0<\/p>\n\n\n\n

Exploiter le potentiel du Forum des jeunes<\/strong><\/p>\n\n\n\n

Un forum dot\u00e9 d\u2019un m\u00e9canisme de r\u00e9ponse est essentiel, car une participation sans r\u00e9ponse n\u2019est qu\u2019un exercice de fa\u00e7ade. Die Eidgen\u00f6ssische Jugendsession, an der junge Teilnehmende Vorschl\u00e4ge an die politischen Institutionen formulieren, bietet einen Vergleichspunkt. Das vorgeschlagene Forum w\u00e4re eine Ausweitung dieses Ansatzes auf die bilateralen parlamentarischen Beziehungen.
Damit das Forum ein wirklich wirksames Instrument ist, sollte der Gemischte Parlamentarische Ausschuss die Empfehlungen der jungen Menschen pr\u00fcfen und \u00f6ffentlich darauf antworten. Es st\u00fcnde ihm selbstverst\u00e4ndlich frei, die Empfehlungen abzulehnen. Da die Schweiz und die EU noch dabei sind, die Instrumente zu schaffen, die ihre Beziehungen in den kommenden Jahrzehnten steuern werden, ist die Frage, wer Zugang zu diesen Instrumenten erhalten wird, entscheidend f\u00fcr deren Wirksamkeit.
