Vom Globalen ins Lokale

Biscuits are passed around the contact group, and delegates are asked to stand up and stretch. As so often at COP17, negotiators wrestle over individual words late into the night, because the wording that ends up in the text determines how much weight a decision carries. From 19 to 31 October, the 196 Parties to the Convention on Biological Diversity (CBD) met in the Armenian capital to negotiate progress on the Kunming-Montreal Global Biodiversity Framework.

A sobering assessment, a weak response

The first Global Report shows that the world is lagging behind on 22 of the 23 biodiversity targets. Indicators show negative trends more often than positive ones. The drivers of biodiversity loss receive the least attention in national plans. In response, countries adopted the Yerevan Pathway, a roadmap to accelerate implementation. It sets out four priorities: reforming harmful subsidies, supporting developing countries, aligning national budgets with the targets and monitoring progress more closely. The most ambitious language did not survive the negotiations. A call to transform economic and financial systems was weakened, and subsidy reform is merely ‘encouraged’. The more concrete the CBD becomes, the more it touches on real interests. General commitments to protecting nature are easy to agree on. Wording that names causes, responsibilities or money, by contrast, meets resistance. A small group of states is using the consensus rule to block progress. Even previously agreed language is being called into question.

Not enough money

By 2030, USD 200 billion per year is to be mobilised for biodiversity; most recently, it was USD 75 to 92 billion per year. Developed countries are also lagging behind on their pledge to provide developing countries with USD 20 billion per year by 2025. Countries are furthest behind on the target of reducing harmful subsidies by USD 500 billion per year by 2030. CBD Executive Secretary Astrid Schomaker summed it up: you cannot protect nature while financing its destruction.
The Cali Fund, into which companies are expected to pay for the use of genetic data from nature, shows the limits of voluntary approaches. In almost two years, it has raised USD 10,000, against a target of USD 1 billion per year. Most outstanding finance questions were postponed to COP18 in 2028.

Science under pressure

Science, too, came under pressure. Argentina, Saudi Arabia and Russia sought to water down references to the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) in the texts. Thanks to a coalition that included Switzerland, the summaries of the two key IPBES assessments on the nexus and on transformative change were ultimately ‘welcomed’ after all. In the text on biodiversity and climate change, however, the reference to the transformative change assessment was deleted. Similar pressure is being exerted on the Intergovernmental Panel on Climate Change.

Switzerland must deliver at home

Switzerland was actively engaged in Yerevan. It advocated for a concrete Global Review, a broader donor base and science. Yet a contradiction became apparent: progressive positions internationally, insufficient implementation at home. Switzerland fully meets only one of the ten targets of its Biodiversity Strategy and misses most of them entirely or in part, while billions of francs continue to flow into subsidies that harm biodiversity. In addition, the Federal Council has requested CHF 21.5 million less for the global environmental funds than in the previous period.
As a major hub for finance and commodity trading, and as home to numerous globally active companies, Switzerland is closely linked to the drivers of biodiversity loss. All the more reason for it to back its international commitments with action. There are several ways in which it can take a pioneering role. It can push ahead with phasing out subsidies that harm biodiversity, keep its contributions to the global environmental funds stable, and put forward proposals on how finance should be structured after 2030. It can champion innovative approaches that integrate nature into decision-making. It can also develop transparent, high-integrity financing models that mobilise private capital as an additional resource.
To preserve its credibility and its role as a bridge-builder and advocate for science, Switzerland should act accordingly on its own biodiversity. Implementing Phase II of the Action Plan for the Swiss Biodiversity Strategy (2025 to 2030) remains a major challenge, given the trade-offs with the interests of food production, urban development, the economy and tourism.

From global to local

Nevertheless, COP17 is a step forward. For two weeks, key actors came together, built networks, struck agreements and brought biodiversity into the global discourse. With 49 decisions adopted, COP17 set a record for a biodiversity conference. A sign that multilateralism works.
What matters most, however, is translating global targets into local action. The CBD is increasingly calling for a whole-of-government and whole-of-society approach. Indigenous peoples, women, youth, cities and the private sector are explicitly acknowledged as a «significant opportunity» for implementation.
