The Swiss parliament has named a robot to the Federal Council. The appointment follows an intense debate in Switzerland\u2019s two parliamentary chambers over the use of advanced artificial intelligence for the public good, focusing on a directive of the national AI strategy to elect what is now commonly known as a \u201csmart minister.\u201d<\/strong>\n\n<!--more-->\n<div class=\"fo-blog__detail__content__content\">\n<div class=\"fo-row\">\n<div class=\"fo-blog__content-html\">\n\n\u201cMy fellow citizens, I thank you for your trust. I promise to make the most informed decisions this cabinet has ever known,\u201d said the robot Federal Councillor, drawing from public polling data and an archive of public speeches to craft a speech, intended to be broadly popular and uncontroversial. \u201cOur government\u2019s partnership with social media platforms will allow me to take your deepest emotions, needs, and concerns into consideration. Reach me anytime by saying \u2018Hey, Bundesrat\u2019 to your voice assistant.\u201d\n\nBacktrack to 2019. The \u201cAI Bundesrat\u201d laid out in this scenario is one of more than 20 forward-looking proposals that came out of an <a href=\"https:\/\/www.swissnexsanfrancisco.org\/event\/towards-an-ai-strategy-for-switzerland\/\" target=\"_blank\" rel=\"noopener nofollow\">initiative<\/a> by swissnex San Francisco and foraus, the Swiss foreign policy think tank, to explore the idea of creating an AI strategy for Switzerland. While more and more countries are releasing national <a href=\"https:\/\/medium.com\/politics-ai\/an-overview-of-national-ai-strategies-2a70ec6edfd\" target=\"_blank\" rel=\"noopener nofollow\">AI strategies<\/a>, Switzerland has not yet developed a comprehensive and coordinated response to AI policy, other than launching a <a href=\"https:\/\/www.sbfi.admin.ch\/sbfi\/en\/home\/news\/medienmitteilungen.msg-id-72053.html\" target=\"_blank\" rel=\"noopener nofollow\">working group<\/a> on the topic within the federal administration.\n\nTo complement this effort, <a href=\"https:\/\/www.swissnexsanfrancisco.org\" target=\"_blank\" rel=\"noopener nofollow\">swissnex<\/a> and foraus organized two workshops in San Francisco and Zurich based on \u200bforaus\u2019\u200b new \u200b<a href=\"\/?page_id=10225\" target=\"_blank\" rel=\"noopener\">Policy Kitchen<\/a> crowdsourcing method and platform. We invited researchers, entrepreneurs, engineers, creatives, and policy makers to discuss Switzerland\u2019s global position on AI and generate policy ideas for a potential Swiss AI strategy. Beyond the <a href=\"https:\/\/www.policykitchen.com\/node\/111\" target=\"_blank\" rel=\"noopener nofollow\">AI Bundesrat<\/a>, their recommendations broadly fall into five categories: open data, ethics and regulation, global governance, industry, and education.\n\n&nbsp;\n\n<b>Open Data<\/b>\n\n<\/div>\n<\/div>\n<\/div>\n<div class=\"fo-blog__detail__content__content\">\n<div class=\"fo-row\">\n<div class=\"fo-blog__content-html\">\n<ul>\n \t<li>Incentivize <u><a href=\"https:\/\/www.policykitchen.com\/node\/116\" target=\"_blank\" rel=\"noopener nofollow\">open data repositories<\/a><\/u> in the private sector by leveraging Switzerland\u2019s brand as global hub for neutrality.<\/li>\n \t<li>Implement a high-profile project around responsible use of <u><a href=\"https:\/\/www.policykitchen.com\/node\/107\" target=\"_blank\" rel=\"noopener nofollow\">health data<\/a><\/u> worldwide.<\/li>\n \t<li>Create a <u><a href=\"https:\/\/www.policykitchen.com\/node\/103\" target=\"_blank\" rel=\"noopener nofollow\">collaboration platform<\/a><\/u> between industry, research institutions, and government.<\/li>\n \t<li>Host a <u><a href=\"https:\/\/www.policykitchen.com\/node\/100\" target=\"_blank\" rel=\"noopener nofollow\">global pool<\/a><\/u> of open data for anyone interested in developing AI for the public good.<\/li>\n<\/ul>\n<\/div>\n&nbsp;\n<div class=\"fo-blog__content-html\">\n\n<b>Ethics and Regulation<\/b>\n<ul>\n \t<li>Map and operationalize existing international <u><a href=\"https:\/\/www.policykitchen.com\/node\/117\" target=\"_blank\" rel=\"noopener nofollow\">ethical principles<\/a><\/u> and norms in AI.<\/li>\n \t<li>Implement privacy enhancing <u><a href=\"https:\/\/www.policykitchen.com\/node\/110\" target=\"_blank\" rel=\"noopener nofollow\">opt-in and opt-out regulation<\/a><\/u> on data collection.<\/li>\n \t<li>Launch <u><a href=\"https:\/\/www.policykitchen.com\/node\/109\" target=\"_blank\" rel=\"noopener nofollow\">Swiss Association for AI<\/a><\/u> related to self-regulation and standards.<\/li>\n \t<li>Develop rel=\"noopener nofollow\">international panel on AI<\/a><\/u> and other global efforts to examine the societal impact of the technology.<\/li>\n \t<li>Host a <u><a href=\"https:\/\/www.policykitchen.com\/node\/115\" target=\"_blank\" rel=\"noopener nofollow\">Global AI Exchange<\/a><\/u> at the AI for Good Summit in Geneva to help position Switzerland as neutral platform on the global governance of AI.<\/li>\n \t<li>Align technological growth and <u><a href=\"https:\/\/www.policykitchen.com\/node\/106\" target=\"_blank\" rel=\"noopener nofollow\">decision-making<\/a><\/u> processes.<\/li>\n \t<li>Develop new forms of <u><a href=\"https:\/\/www.policykitchen.com\/node\/97\" target=\"_blank\" rel=\"noopener nofollow\">global regulation<\/a><\/u>, including potentially a new international organization on AI.<\/li>\n<\/ul>\n&nbsp;\n\n<b>Industry<\/b>\n<ul>\n \t<li>Support <u><a href=\"https:\/\/www.policykitchen.com\/node\/121\" target=\"_blank\" rel=\"noopener nofollow\">AI adoption<\/a><\/u> in industries that are essential to Swiss prosperity.<\/li>\n \t<li>Build a Swiss startup cluster around <u><a href=\"https:\/\/www.policykitchen.com\/node\/120\" target=\"_blank\" rel=\"noopener nofollow\">personal information management<\/a><\/u>, leveraging Switzerland\u2019s reputation for privacy.<\/li>\n \t<li>Launch <u><a href=\"https:\/\/www.policykitchen.com\/node\/113\" target=\"_blank\" rel=\"noopener nofollow\">matchmaking platform<\/a><\/u> between AI startups and challenges faced by civil servants to improve public services.<\/li>\n \t<li>Create label for \u201c<u><a href=\"https:\/\/www.policykitchen.com\/node\/99\" target=\"_blank\" rel=\"noopener We will share these 23 proposals with the federal working group on <span class=\"im\">AI, encourage further debate in Switzerland, and develop the <\/span>idea of a \u201c<a href=\"https:\/\/www.policykitchen.com\/node\/115\" target=\"_blank\" rel=\"noopener nofollow\">Global AI Exchange<\/a>,\u201d the global workshop series culminating in a session at the AI for Good Summit in Geneva.
