Although the United States will remain the centre of the international system for the foreseeable future, the rise of China is shifting gravity towards Asia.\u00a0This has resulted in growing tensions between Washington and Beijing, notably over China\u2019s economic practices and behaviour in the South China Sea. Japan, locked between two superpowers and\u00a0<\/b><a href=\"https:\/\/www.eastasiaforum.org\/2018\/03\/03\/north-koreas-missile-shower-cements-japans-defence-strategy\/\" rel=\"nofollow noopener\"><b>threatened by<\/b><\/a><b>\u00a0North Korea, is awakening to a new reality.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Japan has consequently, since the early 2010s, reoriented towards a more autonomous security policy, breaking with past practices. Nevertheless, the country continues to rely on the United States for security. Japan therefore pursues an\u00a0<\/span><i><span style=\"font-weight: 400;\">intra-alliance hedging strategy<\/span><\/i><span style=\"font-weight: 400;\">\u00a0\u2014 maintaining a robust alliance while gradually moving towards autonomous defence.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Under the traditional\u00a0<\/span><i><span style=\"font-weight: 400;\">spear and shield<\/span><\/i><span style=\"font-weight: 400;\">\u00a0alliance structure, Japan was responsible for the defence of its territory while relying on the United States for power projection capabilities. One aspect of Japan\u2019s move toward autonomy is the duplication of these capabilities.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">In December 2017, the Japanese Ministry of Defense requested funds for fighter jet-mounted long-range cruise missiles, including the Joint Air-to-Surface Standoff Missile-Extended Range (JASSM-ER). The defense minister then, Itsunori Onodera,\u00a0<\/span><a href=\"https:\/\/www.mod.go.jp\/e\/press\/conference\/2017\/12\/08.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">justified<\/span><\/a><span style=\"font-weight: 400;\">\u00a0the acquisition by citing the need to protect Japan\u2019s Aegis-equipped destroyers, apparently referring to North Korea\u2019s\u00a0<\/span><i><span style=\"font-weight: 400;\">Nongo<\/span><\/i><span style=\"font-weight: 400;\">-class vessels endowed with anti-ship missiles. However, the JASSM-ER is exclusively suited to\u00a0<\/span><a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/jassm.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">hitting targets on land<\/span><\/a><span style=\"font-weight: 400;\">. Although the missiles could be used to neutralise military assets on captured islands in Japan\u2019s maritime domain, Japanese strategists also seem to seek capacity to destroy targets on North Korean territory.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Pushing for better power projection capabilities, the\u00a0<\/span><a href=\"https:\/\/www.mod.go.jp\/j\/approach\/agenda\/guideline\/2019\/pdf\/chuki_seibi31-35_e.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Medium Term Defense Program<\/span><\/a><span style=\"font-weight: 400;\">\u00a0of December 2018 called for possessing aircraft carriers, with the purchasing of F-35Bs and refitting two<\/span><i><span style=\"font-weight: 400;\">\u00a0Izumo<\/span><\/i><span style=\"font-weight: 400;\">-class helicopter carriers to carry the stealth jets.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Japan\u2019s first amphibious brigade was\u00a0<\/span><a href=\"https:\/\/english.kyodonews.net\/news\/2018\/04\/2f3bb80eb01b-japan-holds-kick-off-ceremony-for-1st-full-fledged-amphibious-force.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">launched<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in April 2018, an obvious duplication of US forces given that the III Marine Expeditionary Force, with some 27,000 soldiers in Okinawa, is by far strong enough to deter any potential aggressors.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">In addition to duplicating US military assets, Japan is reorganising its armed forces. The three Self-Defense Force (SDF) services have traditionally been more integrated with their respective American counterparts than with each other, generally unable to operate independently. Greater joint coordination now between SDF services means more autonomy from US forces.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">The greater integration between SDF services was strengthened in 2013 by the\u00a0<\/span><a href=\"https:\/\/www.mod.go.jp\/j\/approach\/agenda\/guideline\/2014\/pdf\/20131217_e2.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Dynamic Joint Defense Force<\/span><\/a><span style=\"font-weight: 400;\">\u00a0(DJDF). The latest concept of a\u00a0<\/span><a href=\"https:\/\/www.mod.go.jp\/j\/approach\/agenda\/guideline\/2019\/pdf\/20181218_e.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Multi-Domain Defense Force<\/span><\/a><span style=\"font-weight: 400;\">\u00a0(MDDF), issued in 2018, aims to accelerate this process, expanding it to the cyberspace and\u00a0<\/span><a href=\"https:\/\/www.eastasiaforum.org\/2019\/05\/07\/japanese-security-turns-to-the-stars\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">outer space<\/span><\/a><span style=\"font-weight: 400;\">\u00a0domains.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Why is Japan moving toward autonomous defence after relying on the United States for more than half a century? Drastic international changes since the early 2010s mean that Japan, for the first time, faces the simultaneous prospect of both abandonment and entrapment vis-a-vis the United States.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Beijing is becoming increasingly assertive and Tokyo\u2019s confidence in Washington\u2019s commitments has declined. Although still unlikely, the risk of a conflict between Japan and China over the Senkaku\/Diaoyu Islands has increased, and Beijing has devised an anti-access\/area denial strategy making American military intervention in East Asia prohibitively costly. Washington has little strategic interest or emotional tie with these uninhabited islands. US President Donald Trump\u2019s transactional approach and\u00a0<\/span><a href=\"https:\/\/apjjf.org\/2017\/01\/Taoka.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">repeated calls<\/span><\/a><span style=\"font-weight: 400;\">\u00a0for Japan to pay more for hosting US troops further undermine Tokyo\u2019s confidence in American commitments.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">The risk of being abandoned by the United States has reached unprecedented levels and the Japanese government has responded by showing its value as a stronger military ally, reinforcing the alliance. The Abe administration reinterpreted the Article 9 \u2018peace clause\u2019 of the Constitution to recognise limited forms of the\u00a0<\/span><a href=\"https:\/\/japan.kantei.go.jp\/96_abe\/decisions\/2014\/__icsFiles\/afieldfile\/2014\/07\/03\/anpohosei_eng.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">right to collective self-defence<\/span><\/a><span style=\"font-weight: 400;\">, something that was previously denied by official government interpretations. Moreover, active SDF involvement in US\u00a0<\/span><a href=\"https:\/\/www.mod.go.jp\/e\/d_act\/anpo\/shishin_20150427e.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">escort and protection missions<\/span><\/a><span style=\"font-weight: 400;\">\u00a0is now permitted.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">But this anti-abandonment posture has significantly heightened the danger of Japanese entrapment in combat, particularly on the Korean Peninsula\u00a0<\/span><a href=\"https:\/\/www.eastasiaforum.org\/2019\/04\/30\/the-way-forward-in-us-north-korea-negotiations\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">where tensions have skyrocketed<\/span><\/a><span style=\"font-weight: 400;\">. In 2017, Japanese vessels\u00a0<\/span><a href=\"http:\/\/www.asahi.com\/ajw\/articles\/AJ201804040032.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">refuelled<\/span><\/a><span style=\"font-weight: 400;\">\u00a0American warships on guard against North Korean missile launches at least 17 times, and conducted several combined exercises and escort\u00a0<\/span><a href=\"https:\/\/www.eastasiaforum.org\/2018\/12\/10\/hardening-the-hedge-japans-security-strategy-revisited\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">operations<\/span><\/a><span style=\"font-weight: 400;\">\u00a0with US counterparts. A contingency requiring Japan to invoke the right of collective self-defence or protect US forces could have easily taken place.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">If Japan decides to adopt anti-entrapment measures, distancing itself from the United States to keep out of a potential Korean war trap, it may become more vulnerable on the Chinese front amid the subsequent weakening of US commitments.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">The only way to solve this\u00a0<\/span><i><span style=\"font-weight: 400;\">entrapment\u2013abandonment dilemma<\/span><\/i><span style=\"font-weight: 400;\">\u00a0is to adopt a more autonomous security policy. Japan then reduces its dependence on the United States and mitigates the fear and the cost of a potential abandonment. More autonomy also lowers the probability of entrapment by providing Tokyo with more scrutiny over Washington\u2019s decision-making.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Japan will continue relying on the United States for the foreseeable future as the alliance remains necessary to adjust to changing power balances.
