Since the re\/insurance industry has a critical role to play in disaster risk reduction and climate change adaptation, it should be a part of the solution. India and Switzerland \u2013 two countries, although vastly different \u2013 could cooperate through re\/insurance solutions to advance adaptation and climate justice.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Disaster losses in India have skyrocketed in recent decades. Among the top ten global economic loss events in 2019, the Southwest Monsoon-related floods in India are at the seventh position, with <\/span><a href=\"http:\/\/thoughtleadership.aon.com\/Documents\/20200122-if-natcat2020.pdf?utm_source=ceros&amp;utm_medium=storypage&amp;utm_campaign=natcat20\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">1,750 deaths and USD 10 billion worth economic loss<\/span><\/a><span style=\"font-weight: 400;\">, of which only USD 0.2 billion accounted for insured loss. Cyclone Amphan that hit India and Bangladesh in May 2020 is touted to be the \u201c<\/span><a href=\"https:\/\/edition.cnn.com\/2020\/05\/22\/weather\/cyclone-amphan-damage-intl-hnk\/index.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">costliest cyclone ever recorded in the North Indian Ocean<\/span><\/a><span style=\"font-weight: 400;\">,\u201d accounting for \u201cUS$13 billion worth of damage.\u201d\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">In India, insurance penetration continues to be low, despite the growing frequency and intensity of disasters. These trends are likely to continue due to <\/span><a href=\"http:\/\/www.indiaenvironmentportal.org.in\/files\/fin-rpt-incca.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">rising temperatures<\/span><\/a><span style=\"font-weight: 400;\"> and other variabilities (wind speeds, precipitation etc.) associated with <\/span><a href=\"https:\/\/timesofindia.indiatimes.com\/india\/india-gets-its-first-climate-change-assessment-report\/articleshow\/76377134.cms\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">climate change<\/span><\/a><span style=\"font-weight: 400;\">. They could not only erode developmental gains, but also aggravate socio-economic vulnerabilities through loss of livelihoods, health, incomes etc. In such a scenario, this article analyses the role that re\/insurance sector can play in Indo-Swiss cooperation on climate change.\u00a0\u00a0\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Re\/insurance industry critical to climate policy<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">The re\/insurance industry is a major stakeholder in addressing the risks of climate change, in terms of not just post-disaster reconstruction but also strengthening preparedness by driving scientific urban planning, preparing environmental risk assessment tools etc. Moreover, the industry is significantly affected by climate change. In 2019, less than <\/span><a href=\"http:\/\/thoughtleadership.aon.com\/Documents\/20200122-if-natcat2020.pdf?utm_source=ceros&amp;utm_medium=storypage&amp;utm_campaign=natcat20\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">one-third of the economic losses<\/span><\/a><span style=\"font-weight: 400;\"> incurred due to disasters worldwide were covered by insurance. Hence, the industry is under pressure to adapt as well.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">In the climate change negotiations, <\/span><a href=\"https:\/\/ecpr.eu\/Filestore\/PaperProposal\/d7c02bc3-e78a-46d3-b24f-850f55249646.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Switzerland<\/span><\/a><span style=\"font-weight: 400;\"> has been pushing for raising adaptation finance by not relying entirely on public sources but encouraging the private sector to invest in measures that could help reduce vulnerability and enhance climate resilience. For instance, insurance companies have also been collaborating with the government, businesses, academia and others to expand research on the \u201c<\/span><a href=\"https:\/\/ecpr.eu\/Filestore\/PaperProposal\/d7c02bc3-e78a-46d3-b24f-850f55249646.pdf\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">economics of climate adaptation<\/span><\/a><span style=\"font-weight: 400;\">,\u201d thereby producing \u201cexpertise on insurance mechanisms and innovation to find new schemes of risk management and adaptation funding.\u201d\u00a0\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>India needs re\/insurance solutions\u00a0<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">In India, insurance against disasters is not common due to the lack of purchasing power and awareness as well as apathy towards insurance in general. So far, the government has been compensating for the losses \u2013 a model that is not sustainable as the losses are increasing year by year, and economic losses far outweigh the insured losses.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">While some insurance schemes exist, India requires <\/span><a href=\"https:\/\/www.businesstoday.in\/magazine\/the-hub\/making-india-disaster-ready\/story\/354920.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">mass insurance<\/span><\/a><span style=\"font-weight: 400;\"> and\/or an <\/span><a href=\"https:\/\/www.moneycontrol.com\/news\/business\/economy\/natural-catastrophe-insurance-pool-concept-stuck-due-to-lack-of-consensus-on-funding-size-2876851.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">insurance catastrophe pool<\/span><\/a><span style=\"font-weight: 400;\"> to meet the increasing need of insurance for climate adaptation. Although there are initiatives such as <\/span><a href=\"https:\/\/economictimes.indiatimes.com\/wealth\/insure\/other-risk-covers\/how-to-buy-home-insurance-to-protect-against-natural-calamities\/articleshow\/69278732.cms\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">home insurance policies<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/economictimes.indiatimes.com\/icici-lombard-to-design-weather-insurance\/articleshow\/784442.cms?from=mdr\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">weather-based\u00a0 loan\u00a0 portfolio\u00a0 insurance<\/span><\/a><span style=\"font-weight: 400;\"> for farmers, developed by private companies, including jointly with foreign re\/insurers, there are very few takers.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Step up Indo-Swiss climate cooperation in re\/insurance sector<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">India and Switzerland have been cooperating with each other on climate change in the past decade. In 2019, the two countries signed a Memorandum of Understanding (MoU) on <\/span><a href=\"https:\/\/www.pmindia.gov.in\/en\/news_updates\/cabinet-approves-mou-between-india-and-switzerland-on-technical-cooperation-in-the-field-of-climate-change-and-environment\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Technical Cooperation in the field of Climate Change and Environment<\/span><\/a><span style=\"font-weight: 400;\">; and \u2018climate change risk management\u2019 features prominently in it. This opens up an avenue for the two countries to work towards designing, developing and implementing\/introducing more joint ventures, risk management tools, and knowledge sharing mechanisms. However, it is also important that they transform it into a long-term cooperative arrangement rather than stopping at time-bound, project-based activities.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Swiss Re set up an Indian branch <\/span><a href=\"https:\/\/www.swissre.com\/media\/news-releases\/2017\/nr_20170123_india.html\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">in 2017<\/span><\/a><span style=\"font-weight: 400;\"> and since then, it has been involved in sectors such as <\/span><a href=\"https:\/\/www.thehindubusinessline.com\/money-and-banking\/swiss-re-banks-on-tech-to-improve-claim-settlement-in-crop-insurance\/article26313652.ece\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">crop insurance<\/span><\/a><span style=\"font-weight: 400;\">. In 2018, after the Kerala floods, in which the losses surged over <\/span><a href=\"https:\/\/www.reinsurancene.ws\/kerala-india-floods-to-cost-3bn-insurers-told-to-expedite-claims\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">$3 billion<\/span><\/a><span style=\"font-weight: 400;\">, the <\/span><a href=\"https:\/\/indianexpress.com\/article\/business\/government-may-give-leg-up-for-disaster-insurance-5813867\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">state government invited Swiss Re<\/span><\/a><span style=\"font-weight: 400;\">, among others, to recommend insurance solutions to disaster management. <\/span><a href=\"https:\/\/ccafs.cgiar.org\/weather-index-insurance-new-age-risk-management-solution-south-asia#.XVwrU2ZS_IU\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">India<\/span><\/a><span style=\"font-weight: 400;\"> is a promising emerging market for re\/insurance products, thereby also providing Switzerland an option for directing climate finance into developing countries such as India, targeted at adaptation in critical sectors such as agriculture, health and infrastructure.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">In 2019, India launched the <\/span><a href=\"https:\/\/sdg.iisd.org\/news\/india-launches-global-coalition-for-disaster-resilient-infrastructure\/\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Global Coalition for Disaster-Resilient Infrastructure<\/span><\/a><span style=\"font-weight: 400;\">. One concrete step for Switzerland to increase its climate change cooperation with India would be to join this coalition. This forum can also be used to spearhead a climate insurance programme.
