The process has become <a href=\"https:\/\/www.un.org\/sg\/en\/content\/appointment-secretary-general\">more transparent<\/a> since reforms were introduced in 2016, with formal nominations and candidates\u2019 resumes, vision statements, and informal public dialogues. There is also a more structured timetable, financial transparency, and engagement from civil society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Security Council selects a nominee (9 of 15 votes are needed), and the five permanent members hold veto power. The Council\u2019s recommendation is then presented to the General Assembly, which must ratify it by a two-thirds majority. The current Secretary-General, Ant\u00f3nio Guterres from Portugal, will complete his mandate on 31 December 2026, leaving a unique opportunity for a new candidate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Power Plays and Regional Rotation<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Political negotiation and lobbying play a decisive role, particularly the ability of a candidate\u2019s home country to secure support. Although not formally established in the UN Charter, there is a longstanding but unwritten <a href=\"https:\/\/www.diplomaticourier.com\/posts\/how-the-next-un-secretary-general-will-be-chosen\">practice of regional rotation<\/a> among the world\u2019s major regional groups. If this tradition is maintained, 2027 would correspond to the turn again of the Latin American and Caribbean group. Europe has held the position four times with Lie (Norwegian), Hammarskj\u00f6ld (Swedish), Waldheim (Austrian), and Guetteres (Portuguese); Asia twice with Thant (Burmese) and Ki-moon (South Korean); Africa and the Middle East twice with Boutros-Ghali (Egyptian) and Annan (Ghanaian); and Latin America only once with P\u00e9rez Cu\u00e9llar (Peruvian).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given the region\u2019s geopolitics, a Secretary-General from Latin America could offer balanced leadership, maintaining impartiality amid the world\u2019s current tensions. Latin American leadership at the UN is known for its strong commitment to global justice, dialogue, and peaceful resolutions of conflicts. Due to its middle-income status, the region can serve as a bridge between developed and developing nations. P\u00e9rez de Cu\u00e9llar served as the fifth UN Secretary-General, and his mandate was characterized by brokering the end of the Iran-Iraq war and the <a href=\"https:\/\/time.com\/archive\/6719175\/diplomacy-mr-behind-the-scenes\/\">release of US hostages in Lebanon<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Rising \u201cCandidatas\u201d<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current pool of potential female candidates offers strong executive and multilateral credentials. Some options include <a href=\"https:\/\/www.cepal.org\/en\/staff\/alicia-barcena\">Alicia B\u00e1rcena<\/a> (Mexico\u2019s Environment Minister and former Executive Secretary of the UN ECLAC), <a href=\"https:\/\/www.un.org\/en\/ga\/president\/73\/\">Mar\u00eda Fernanda Espinosa<\/a> (former Foreign Minister of Ecuador and President of the UN General Assembly), <a href=\"https:\/\/www.gov.bb\/Government\/prime-minister\">Mia Mottley<\/a> (Prime Minister of Barbados and a global advocate for climate finance), <a href=\"https:\/\/www.ohchr.org\/en\/about-us\/high-commissioner\/past\/michelle-bachelet-jeria\">Michelle Bachelet<\/a> (UN High Commissioner for Human Rights and former President of Chile), and <a href=\"https:\/\/unctad.org\/speaker\/rebeca-grynspan\">Rebeca Grynspan<\/a> (Secretary-General of UNCTAD and former Vice President of Costa Rica).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To advance their candidacies, governments will need to activate their diplomatic alliances across Asia, Africa and Western countries. Chile is likely to draw on its <a href=\"https:\/\/www.oecd.org\/en\/about\/members-partners.html\">OECD<\/a> profile and <a href=\"https:\/\/wtocenter.vn\/fta\/175-cptpp\/1\">CPTPP<\/a> ties, where Bachelet is viewed as a stabilizing figure. Mexico, also in CPTPP and OECD, could further capitalize on its <a href=\"https:\/\/g20.org\/about-g20\/g20-members\/\">G20<\/a> membership and <a href=\"https:\/\/ustr.gov\/trade-agreements\/free-trade-agreements\/united-states-mexico-canada-agreement\">North American partnerships<\/a> to elevate B\u00e1rcena. Barbados may rely on <a href=\"https:\/\/caricom.org\/member-states-and-associate-members\/\">CARICOM<\/a>, <a href=\"https:\/\/www.un.org\/ohrlls\/content\/about-small-island-developing-states\">small island states<\/a>, and the <a href=\"https:\/\/www.g77.org\/\">G77<\/a>, positioning Mottley as the Global South\u2019s reform voice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Breaking the Glass Ceiling <\/em><em>in Multilateralism<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gender equality in the selection of the UN Secretary-General was first mentioned in a <a href=\"https:\/\/docs.un.org\/en\/a\/60\/49(Vol.III)\">1997 General Assembly resolution<\/a>. During the past selection process in 2015, the presidents of the General Assembly and the Security Council wrote a joint letter encouraging states to nominate women, resulting in <a href=\"https:\/\/www.bbc.com\/news\/world-europe-37574307\">seven female candidates out of thirteen.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the most recent General Assembly, several member states including Slovenia, Chile, Denmark, and Mexico <a href=\"https:\/\/www.gwlvoices.org\/actions\/madam-secretary-general-mentions-at-unga-80\">reiterated the need for a female Secretary-General<\/a> in the upcoming election. Civil society has advocated for gender equality through campaigns such as \u201c<a href=\"https:\/\/www.gwlvoices.org\/actions\/it-s-time-for-a-different-un-a-madam-secretary-general\">Madam Secretary-General<\/a>\u201d. Selecting a female UN Secretary-General would be in line with the UN\u2019s own global commitment to gender equality as driven by <a href=\"https:\/\/globalgoals.org\/goals\/5-gender-equality\/\">SDG 5<\/a> and <a href=\"http:\/\/unwomen.org\/es\">UN Women<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>A New Chapter for the UN<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Latin American woman could therefore lead a period of transformation at the United Nations, addressing its main challenges such as <a href=\"https:\/\/press.un.org\/en\/2025\/gaab4505.doc.htm\">reductions in contributions<\/a> from major donors and <a href=\"https:\/\/www.foraus.ch\/en\/posts\/reforme-du-conseil-de-securite-small-5-contre-p-5\/\">governance issues within the Security Council<\/a>. A female leader from Latin America and the Caribbean could therefore bring greater inclusivity and representativeness, giving life to the ideals upon which the UN was founded in 1945: explicitly stating in the Charter\u2019s preamble that men and women have equal rights.
