Dr. Daniel Högger is foraus Senior Policy Fellow. He studied International Relations, International Law and History at the Universities of Zurich, The Hague and Birmingham. He wrote his PhD thesis on requirements of recognition of States in international law. He researches and publishes on the subjects Global Governance and International Law. He was head of the foraus programme Global Governance and founded the programme Science & Tech.
